What is the connotation of Scientific Outlook on Development?

The Central Committee of the Communist Party of China with Comrade Hu Jintao as the general secretary clearly put forward the idea of adhering to the "people-oriented, comprehensive, coordinated and sustainable Scientific Outlook on Development". This is a great leap forward in our party's leadership in building socialism and an important guideline that we must stick to for a long time.

 

To set up and implement Scientific Outlook on Development and to guide the economic and social development with Scientific Outlook on Development, we must fully and accurately grasp the profound connotation and basic requirements of the scientific concept. Adhere to the people-oriented, is the core and essence of Scientific Outlook on Development requirements, comprehensive development is to achieve the goal, from the fundamental interests of the masses of development and promote development, continue to meet the material and cultural needs of the people increasing health and safety, and effectively protect the economic political and cultural rights and interests of the people, the fruits of development to benefit all the people. In the final analysis, we must uphold the party's purpose of serving the people wholeheartedly, and uphold the principle of building the party for the public and governing for the people, representing the fundamental interests of the overwhelming majority of the people. The overall development is to take the economic construction as the center, promote the economic and cultural construction in an all-round way, and realize the sustained and healthy development of the economy and the overall progress of the society. The coordinated development is to co-ordinate urban and rural development, regional development, economic and social development, harmonious development between man and nature, and domestic development and opening to the outside world, promote the productive forces and production relations, economic base and superstructure coordination, to promote all aspects of economic, political and cultural aspects of coordination. Sustainable development is to promote harmony between man and nature, to achieve economic and social development in harmony with population, resources and environment, and to adhere to the path of civilized development with production development, well-to-do life and good ecology, so as to ensure sustainable development from generation to generation.
